Betta Fins Are Clamped
Unfortunately a 1 3 gallon tank is too small for any fish including bettas.
Betta fins are clamped. That issue in your bowl may be fin rot you describe. Put a better flowing filter in yesterday and a plant and he seemed happy last night saw him. Clamped fins is usually due to stress which is commonly caused by poor water quality.
Okay well as has been mentioned elsewhere when considering problems that beset bettas they usually begin and end with water quality.
