Ammonia poisoning does have a long term effect on fish and can result in changes on the cellular level that affect longevity but yes absolutely a fish can recover if by recover you mean live through and start acting normal from ammonia poisoning if it isn t too bad. Up to a point they can and if the exposure was very mild or short lived they may go on to live almost a full life span. Ammonia poisoning is nasty business.
