My Betta Fish Just Floats At The Top

I just cleaned it not with soap or anything and treated the water but i rearranged the tank.

My betta fish just floats at the top. He is alive p but it seems when he tries to swim down he just gets pulled back up to the top. Help i have my betta in my office for about 1 1 2 months and since yesterday he has kind of just floated towards the top. He lost a lot of colour so i finally got him this filtered 1 gallon non heated.

He told me that his betta has been swimming near the surface of the water a lot lately and he didn t know why.
